Allan Donald Tlougan was born on May 13, 1951, in Rochester, MN, to Bernard and Harriet Tlougan. He was the third of seven children and grew up surrounded by a large, close-knit family.

Allan met the love of his life, Marcia Toquam, while in college. They married on July 7, 1973, and began their life together in Minneapolis. Over the years, they were blessed with four children. They made the intentional choice to homeschool their children, hoping to instill in them a deep Christian belief and a mindset focused on serving others. Together, they built a strong family foundation rooted in faith, love, and hospitality. In the mid-1990s, the Tlougan family moved to Prior Lake, where they became actively involved in Prior Lake Baptist Church. Allan joyfully served as a greeter, usher, deacon, and Awana leader—where he was affectionately known as “Mr. T.” He also managed the weekly setup of the gym-turned-sanctuary each Sunday, faithfully ensuring others could worship in a prepared space.

Allan worked hard throughout his career to support his family and approached his work as unto the Lord. He spent many years in the manufacturing industry, first at Dispatch Industries and later at J & E Manufacturing. Providing for his family was a priority and a point of quiet pride throughout his life.

Beyond his career, Allan had a deep and lasting passion for supporting missionaries and global ministry. He and Marcia opened their home to missionaries, exchange students, and world travelers from all over the globe. Their home became a hub of hospitality and activity. Many guests became like extended family, with some even calling Allan "Dad”. The front door was always open, and friends often dropped by unannounced, sometimes even letting themselves in to wait for the family to return.

Allan loved getting to know people and sharing stories. Whether at church, work, or out in the community, he could often be found striking up a conversation with someone—whether he’d known them for years or had just met them.

Family was at the center of Allan’s heart. He was a proud and loving grandfather to ten grandchildren, each of whom he cherished deeply. He loved when they came to visit and would often find himself in his favorite chair with a little one on his lap, watching kids play or reading stories. There is no doubt he prayed faithfully for each one of them.

In 2013, Allan’s beloved wife Marcia was diagnosed with a rare form of dementia, which she bravely battled for more than a decade. Allan became her devoted caregiver, retiring in 2019 to care for her full-time at home. Even as he faced his own cancer recurrence in 2020, he selflessly remained by her side, faithfully walking with her through her final years—including nearly two years of hospice care. Marcia passed away on May 22, 2024, just weeks before what would have been their 51st anniversary. Allan’s unwavering love and sacrificial care for her remain one of the most profound parts of his legacy.

On June 27, 2025, Allan passed away unexpectedly in his home at the age of 74. He is now joyfully reunited with his beloved Marcia in the presence of the Lord. He was preceded in death by his wife, his parents, and his mother- and father-in-law.

Allan is survived by his six siblings—James, Lesslie, Cecilia, Brian, Roger, and Andrew; his four children and their spouses—Benjamin and Katherine, Dana and Jacob, Stephen and Laura, and Michelle and Nicolas; as well as his ten grandchildren who will dearly miss their Grandpa Al.

A funeral and celebration of Allan’s life will be held on Thursday, July 10th, 2025, at Prior Lake Baptist Church, 5690 Credit River Road, Prior Lake, MN. Visitation will be from 9:30 to 10:30 a.m., with a service to follow at 11 a.m. and a luncheon following. Pastor Sam Choi will preside. All who knew and loved Allan are welcome to join the Tlougan family as they honor and remember this faithful, hard-working, and deeply devoted man.

A private family burial will take place at St. Michael Catholic Cemetery, and Al will be laid to rest with his beloved wife, Marcia.
